World War II Drama in Lisbon

This sounded right up my street - SOE agents, Gestapo, neutral Lisbon, Spies, Espionage. So why didn't it quite work for me? The central character, the SOE agent Elisabeth de Mornay, has managed to make her way to Lisbon after her cover was blown in France. Instead of making her way back to London, her new orders are for her, as a new face in Lisbon, to infiltrate a possible German espionage ring. The story sounds fine but I felt as though Elisabeth had just stumbled into a thriller. She seems incredibly lucky to have had so many narrow escapes. Her thought process doesn't seem that of an SOE agent. However it was immensely readable, much better in the second half as the pacing was swifter and things were happening. The ending is a bit of a surprise but I have to remind myself this is a work of fiction where anything can happen.
