Unusually this First Impression is taken from the middle of the book which means that there is no context in which to place the various actors, not least the narrator.
That said the main characters Ronne and Reggie Kray are well known in popular culture as deeply damaged individuals with a lack of moral compass when it came to dealing with those whom they believed had cheated them. In some ways this book reflects this quite well but it appears to minimise the actions of the narrator in the crimes that his actions assisted them to perpetrate.
It does however show the depth of the Kray's control of the East End and through this explains how they got away with their crimes for so long. It also acknowledges the fact that they did not want to deal in drugs preferring the more traditional sources of criminal income.
