Liked it, but didn't love it

I liked this book, but I didn't love it.
I think I spent too much time trying to work out who all the people were based upon, rather than just enjoying the story for what it was!
Gil Peck is a journalist working on the main financial broadsheet in the lead up to the 1997 election, when his world is turned upside down when his sister who works in the treasury is killed in a hit and run accident. Although they had not been close for the previous few years, Gil finds a message on his pager from her the day of her death asking for his help.
Determined to find out why she died, he embarks on an investigation which goes deep into the heart of the highest echelons of British politics, and uncovers some very shady dealings.
The plot moved along at a good pace, and the main characters were developed nicely throughout the book.
